Cabinet meeting: Important decision of the government to curb corruption

Raipur. Chief Minister Vishnu Dev Sai’s cabinet has taken a major decision today to prevent corruption and irregularities in the purchase of government goods. In view of the complaints of corruption in purchases through CSIDC, the cabinet has decided to cancel all its rate contracts by the end of July. It is worth noting that the previous government had banned purchases from the Gem portal, complaints of problems in the purchase of government goods, lack of quality and corruption had increased significantly.

Taking this seriously, the Sai government has not only decided to curb corruption, but has also ensured transparency in the purchase of government material by reinstating the system of purchase through Gem. This decision of the Vishnu government is another step towards good governance.

In the cabinet meeting, the draft amendment to the Chhattisgarh Government Store Purchase Rules 2002 (as amended in 2022) was approved. All the departments of the state government will purchase materials, goods and services as per the requirement, whose rates and specifications are available on the Gem website of DGS&D of Government of India, from the Gem website by following the prescribed procedure as per rules. In case of additional requirement, the concerned departments will have to take permission from the Finance Department for the purchase of materials, goods and services.

Apart from this, many other important decisions were taken in the cabinet meeting held at Mantralaya Mahanadi Bhawan here today under the chairmanship of Chief Minister Vishnu Dev Sai. For quality education system in the state, it was decided to fully implement the National Education Policy-2020 issued by the Ministry of Education, Government of India in the state of Chhattisgarh. Under the new education policy, provision has been made to provide education to children in local language till class 5th. Along with this, it has been recommended to provide education to everyone from pre-primary to 12th. Under this new education policy, along with providing equitable and inclusive education, 5+3+3+4 has been implemented in place of the prevailing educational structure 10+2.

It was decided in the meeting that the Revenue and Disaster Management Department and the Forest and Climate Change Department approved the draft procedure for the transfer of forest land in the name of heirs in the name of heirs on the death of individual forest rights card holders under the Forest Rights Act and for registering it in the revenue or forest records. This will also take the Aadhaar number of the plot when the map is geo-referencing in the future. It will be used in transfer, demarcation, partition etc.

Under Chhattisgarh Armed Assistant Platoon Commander (Nursing), Head Constable (Nursing), Male Nurse, Female Nurse, Lab Technician, Pharmacist, Nursing Assistant, Compounder, Dresser, Constable (Band), Constable (Dog Squad) Recruitment Process Year-2023, local residents of Chhattisgarh state will be given a relaxation of 05 years in the prescribed maximum age limit. This relaxation will be given to the unreserved category for one time in addition to the prescribed maximum age limit and the reserved category will be given an additional relaxation of 05 years in the prescribed age limit, in addition to the already existing age relaxation of 05 years, for one time.

A separate department “Good Governance and Convergence Department” has been formed for successful implementation of public welfare policies of the state government, good governance and solution of public problems in the state. In which the draft of amendment in Chhattisgarh Government Work (Allocation) Rules was approved by the Council of Ministers regarding inclusion of e-review, e-public service guarantee and digital secretariat. Earlier these branches were in the General Administration Department.

The date of registration has been extended by three years to provide housing to the homeless, economically weak and lower class families in Nava Raipur. Houses are being constructed in Nava Raipur under the Chief Minister Housing Scheme run by the state government. In which the guidelines issued earlier to provide housing to the beneficiaries at the minimum price have been kept intact. The date of registration of houses has been extended from 31 March 2024 to 31 March 2027. This decision will increase the registration of vacant houses till now.

On the lines of the National Capital Region, Nava Raipur Atal Nagar Vikas Pradhikaran has been authorized to prepare the detailed project report for the establishment of Chhattisgarh State Capital Region and the related authority and for this the Housing and Environment Department has been made the administrative department. For this, a provision of Rs 5 crore has been made by the state government in the budget of the current financial year.

Consent will be obtained from the Ministry of Environment, Forest and Climate Change, Government of India, to provide pay scale equivalent to the level of Principal Chief Conservator of Forests on non-functional basis to 06 officers posted on the post of Additional Principal Chief Conservator of Forests in the Indian Forest Service of Chhattisgarh State Cadre from the year 1992 to 1994 from 01 January 2024. Similarly, the Cabinet has also decided to provide relaxation of 01 year only once in the minimum period of 05 years prescribed for promotion from Superintending Engineer (Civil) to Chief Engineer (Civil).

Housing will be sanctioned under Chief Minister Rural Housing Scheme

In the cabinet meeting, it was decided to approve housing under the Chief Minister Rural Housing Scheme to 47,090 needy surveyed homeless families in Chhattisgarh.

It is worth noting that under the Chhattisgarh State Socio-economic Survey, a total survey of 59.79 lakh families was completed in the state from 01 April to 30 April 2023, in which 47 thousand 90 families were found who are homeless, but their name is not in the permanent waiting list of Socio-economic and Caste Census. It was decided to approve housing to such homeless families from Mukhyamantri Awas Yojana Gramin.
