Demand for promotion: More than 3266 schools do not have principals, posts are vacant for 11 years

Chhattisgarh State Principal Promotion Struggle Front has demanded promotion of thousands of regular lecturers and head teachers working in the state’s School Education Department to the post of principal. They say that, in the state, for the last 11 years, regular lecturers and head teachers of secondary schools (postgraduate trained) who are eligible for the vacant posts of principal in more than 3266 government high schools and higher secondary schools have not been promoted to the post of principal.

No action is being taken even after submitting the memorandum

“Chhattisgarh State Principal Promotion Struggle Front has appealed for justice from Chhattisgarh High Court to Supreme Court New Delhi for the promotion of lecturer and head teacher to principal. Demand for principal promotion has been made by meeting Chief Minister, School Education Minister, Secretary of School Education Department, Director Public Education Directorate and senior departmental officials several times and submitting memorandum. But the government did not give priority to this demand for principal promotion which is very important for proper improvement of the education system of the state, as a result, every year hundreds of regular lecturers and head teachers retire without principal promotion. Many lecturers and head teachers died with the dream of becoming principal. As a result, hundreds of government high schools and higher secondary schools in the state remained without principals, where work is being done on the basis of in-charge.

Government should take steps to appoint full-time principals in schools

State convenor Satish Prakash Singh said that the work of principal promotion was pending due to the assembly elections and Lok Sabha elections in the state. Now after the completion of the Lok Sabha elections, with the start of the new education session, new hope has arisen in the education world regarding the principal promotion. He further said that we have full hope from the CM and the School Education Minister that immediate steps will be taken for proper improvement in the education system of the state and for the posting of full-time principals in all the high schools and higher secondary schools without principals. He demanded that, taking effective steps for the principal promotion which has been stuck in the School Education Department for the last 11 years, all the departmental process of principal promotion should be completed within two months and proper instructions should be issued to the departmental officers to issue the order of principal promotion without delay.

Principals have not been promoted for 11 years

He further said that, the order for promotion of all eligible lecturers and head teachers of the state, who have been deprived of principal promotion for years, to the vacant posts of Principal in more than 3266 government high schools and higher secondary schools of the state should be issued immediately. So that proper improvement can be made in the education system of the state. Due to no principal promotion in the School Education Department for the last 11 years, more than 3266 government high schools and higher secondary schools are without principals. Where the work is being done on the basis of in-charges. Due to the absence of full-time principals in more than 3266 schools of the state, the education system of the state and the quality of education are getting affected. Such a huge vacancy of full-time principals in the education system of the schools of the state raises a question mark.

3266 teacher posts are vacant

While demanding from the CM and the School Education Minister, he said that, in the state, under the School Education Department, there has been no promotion to the post of Principal in High School and Higher Secondary Schools since the year 2013 in the “T” cadre and since the year 2016 in the “E” cadre. The posts of Principals have been lying vacant in more than 3266 government high schools and higher secondary schools in the state for years. Due to no promotion to the post of Principal in the School Education Department for 11 years, hundreds of lecturers and head teachers of “T” and “E” cadre have retired. Many lecturers and head teachers have died while waiting for promotion to the post of Principal. Every month, many senior lecturers and head teachers are retiring while waiting for promotion to the post of Principal.

Demand for issuing Principal promotion order

There has been a demand to complete the departmental process of Principal promotion, which has been stalled for the past several years in the state, within two months and to immediately issue orders for promotion of eligible lecturers and head teachers for all the vacant posts of Principal in more than 3266 high schools and higher secondary schools. State convener Satish Prakash Singh said that giving promotion to the post of Principal will not cause any additional financial burden to the government. Because all the lecturers and head teachers getting promoted are currently receiving the salary and pay scale of the post of Principal. With the promotion of these lecturers and head teachers to the post of Principal, there will be proper improvement in the education system of the state.
