Raipur. Good governance is an important factor for development. This not only leads to systematic development of the country, but it also improves the lives of the citizens. Innovations like Swachh Bharat Mission, Jal Jeevan Mission, GST, JAM Portal, Digital Inclusion started on the initiative of Prime Minister Narendra Modi have brought big changes in the country. Finance Minister O.P. Chaudhary expressed these views while inaugurating the regional conference on good governance organized by the Department of Administrative Reforms and Public Grievances of the Union Ministry of Personnel, Public Grievances and Pensions and the Department of Good Governance and Convergence of the Government of Chhattisgarh in Nava Raipur today. Officials from the Indian Administrative Service and the Union Ministry of Personnel, Public Grievances and Pensions from all over the country including Chhattisgarh are discussing the innovations, best practices and people-oriented works being done for good governance in the conference.
Addressing the inaugural session of the two-day regional conference organized on citizen-centric good governance, Finance Minister O.P. Chaudhary said that bureaucrats will be important in making India a 55 trillion dollar economy by the year 2047. He told the Indian Administrative Service officers from various states participating in the conference that for good governance, innovation and change, you will have to transform yourself, so that your talent and personality does not get eroded. Only those who change themselves with time will remain relevant. Chaudhary said that India’s economy is growing rapidly. Under the leadership and good governance of Prime Minister Narendra Modi, India will emerge as the third largest economy in the world with an economy of 55 trillion dollars by the year 2047.
Finance Minister Chaudhary said in the conference that many collectors and officers are making effective innovations. Delivering better citizen services as per the time and needs of their area. He said that today all officers need to gain expertise in their field of work, only then the welfare initiatives can be effectively delivered to the citizens. He said that in the coming times, states like Chhattisgarh will play an important role in the growing economy of India. Under the leadership of Chief Minister Vishnu Dev Sai, the attitude towards Chhattisgarh will change rapidly. He expressed hope that the discussions on innovations, best practices and good governance that will take place over two days in the conference will also inspire state officials and take initiative to implement them here.
Chief Secretary Amitabh Jain, while addressing the inaugural session of the conference, said that good governance is successful only when we are able to bring smiles on the faces of those for whom we are working. If your beneficiaries are satisfied with your work, then that is the success of good governance. For good governance, good intentions are most important to successfully deliver the schemes and programs to the targeted people. Giving many examples like formation of various development authorities in Chhattisgarh, construction of canal linking road, expressway in Raipur, he said that many innovations are taking place in governance here too. Keeping in view the regional and local needs, works for the welfare of the people are being done as per them.
In the inaugural session, Additional Secretary of the Central Administrative Reforms and Public Grievances Department, Puneet Yadav, gave information about the innovations being made by the department for redressal of personnel and public grievances. He said that complaints are being resolved rapidly using many digital platforms. Innovation, best practices and good governance work taking place in different parts of the country are being highlighted and rewarded at the national level.
In today’s first session, different innovations happening in four states were shared. Director General of the Indian Institute of Public Administration S.N. Tripathi presided over this session. Anurag Srivastava, director of Jal Jeevan Mission in Uttar Pradesh, explained in detail about the successful solar based water supply schemes there. He said that solar based water supply schemes will save Rs 1 lakh crore in the next 30 years in Uttar Pradesh. These schemes will also reduce carbon emissions. V. Kirti Vasan, Collector of Koraput district of Odisha, informed about the innovation being done to provide employment to the local people through Rural Industrial Complex. Thavasilan, an Indian Administrative Service officer from Nagaland, shared the innovation of Nagaland Health Protection Society and Chief Minister Health Insurance Scheme in his state. Through these, cashless health insurance facility is being provided to people there and even outside the state. In Madhya Pradesh, Deputy Commissioner of Revenue Department, Sualka Singh introduced the officials to the cyber tehsil related innovations started there from the month of February. There, online registration of land and immediate transfer of name is being done through ‘Sampada’ portal. Revenue matters are being resolved quickly with the use of modern technologies. After digitalization of land records in the state, 13 tehsildars are running 1364 revenue courts.
